nature and outdoor recreation, new development should be preventing from impacting theseoutstandingwaters.
  • Also, the
proposed rules require citizen groups to provide evidence on potential :econQmC impacts of an OutstandingResource Water designation although such groups obviously do not have access to the necessary information.
