op. This 33(c) factor is weighed in favor of the respondent. In Dettlaff v. Boado, PCB 92-26 (July 1, 1993), the Board cited to Wells Manufacturing indetermining that the noise emissions in Dettlaff did not constitute unreasonable interference. Tr. at 351. However, Mr. Tretter also testified that the hours per week the plant is inoperation have decreased since 1999.
