testing protocols, and data assessment methods fordetermining the limitations for toxic substances to meetthat narrative standard on a case-by-case basis.
The rules also
provided for mixing for dischargers for whom no mixingzone or zone of initial dilution is allowed by permit.
The court also found that the Board had
properly considered the technical feasibility andeconomic reasonableness of the rules.
