April 25, 1996 Southern, present owner and/or operator of a facility located in Jackson Countyand commonly known to the County as DeSoto/SIRL site, violated Sections 21(o)(5) and21(o)(12) of the Act.
Therefore, pursuant to
Section 31.1(d)(1), the Board finds Southern has violated the provisions alleged in theadministrative citation.

Penalties unpaid after the due date shall accrue interest pursuant to Section 42(g)
of the Act. The Rulesof the Supreme Court of Illinois establish filing requirements.
