The County alleges that on June 4, 1996, Burris, present
owner and/or operator of a facility located in Jackson County and commonly known to theCounty as Carbondale/Burris Disposal Service site, violated Sections 21(p)(1), 21(p)(4), and21(p)(6) of the Act.
