The Board’s responsibility in this matter arises from the Act which gives the Board the
ability to grant variances from Board regulations whenever it is found that immediate compliancewith the regulations would impose an arbitrary or unreasonable hardship upon the petitioner.

which results in wide swings in production and overlapping business cycles.
