Prior to addressing the contention that the complaint is
duplicitous and frivolous, the Board first addresses that portionof the complaint which specifies the Sections of the Act allegedto have been violated, i.e., Sections 8, 9, 9.1, 9.5, 9.6 and"other applicable Sections".
