Document 2001 Illinois Environmental Conference Is A Success

September 23, 2001 - Illinois State Bar Association’s 2001 Illinois Environmental Conference successfully brought together government, business, and environmental groups to discuss the future of environmental law and regulation. Diana Jagiella, Board Member Elena Kezelis, Richard Saines, Kendra Pohn, D.K. Hirner and many others are to be commended for their hard work planning the event, which took place on September 21, 2001 and September 22, 2001.

  Document Illinois Pollution Control Board Adopts Livestock Waste Regulation Amendments

November 1, 2001 - The Illinois Pollution Control Board on November 1, 2001, adopted amendments to its livestock waste regulations (In the Matter of: Livestock Waste Regulations, 35 Ill. Adm. Code 506, Construction Standards). The amendments, which become effective on November 15, 2001, establish new and enhanced design and construction standards for livestock waste handling facilities. Additionally, the amendments repeal administrative portions of the Board’s regulations that are now covered under Department of Agriculture regulations that went into effect January 1, 2001. These amendments were necessitated by recent amendments to the Livestock Management Facilities act.

  Document Illinois Pollution Control Board Grants 28-day Provisional Variance to BWAY Corporation

January 18, 2001 - The Illinois Pollution Control Board granted a 28-day provisional variance, beginning February 1, 2001, to BWAY Corporation (BWAY), for its metal decorating facility located at 3400 North Powell Avenue, Franklin Park, Cook County, Illinois. The provisional variance is from air rules about emission of volatile organic materials (VOM) including the requirements of using low VOM coatings, a capture and control system, and an afterburner during the repair of its thermal oxidizer.

  Document Illinois Pollution Control Board Grants 45-day Provisional Variance Extension to the Village of Panama

November 16, 2001 - On September 20, 2001, the Illinois Pollution Control Board granted a 45-day provisional variance from various effluent standards to the Village of Panama. That provisional variance was for activities at the wastewater treatment facility in the Village of Panama, Bond County. It allowed for the removal of sludge and installation of a rock filter.

  Document Illinois Pollution Control Board Grants 45-day Provisional Variance to Berlin Industries, Inc.

October 4, 2001 - The Illinois Pollution Control Board granted a 45-day provisional variance from air pollution standards to Berlin Industries, Inc. The provisional variance is for activities at the commercial lithographic plant located in Carol Stream, DuPage County. It will allow Berlin to operate its printing lines while a damper in its existing thermal afterburner is replaced with a state-of-art, three armed design.

  Document Illinois Pollution Control Board Grants 45-day Provisional Variance to CMS Panhandle Eastern Pipe Line Company

January 4, 2001 - The Illinois Pollution Control Board granted a 45-day provisional variance to CMS Panhandle Eastern Pipe Line Company for its facility located in Pike County, Illinois. The provisional variance will allow CMS Panhandle to discharge hydrostatic test water resulting from a pressure test conducted on its recently repaired pipeline. Approximately 2,800,00 gallons of water will be discharged at a controlled rate through a hay bale and silt fence structure in order to minimize erosion and sedimentation.

  Document Illinois Pollution Control Board Grants 45-day Provisional Variance to Illinois American Water Company, Alton Replacement Facility

January 4, 2001 - The Illinois Pollution Control Board granted a 45-day provisional variance to the Illinois American Water Company (IAWC), Alton Replacement Facility, for its public water supply treatment plant located in Madison County, Illinois. The provisional variance will allow IAWC to bring the replacement plant into service on December 28, 2000, before finalization of its pending National Pollutant Discharge Elimination System permit by the Illinois Environmental Protection Agency (Agency).

  Document Illinois Pollution Control Board Grants 45-day Provisional Variance to Midwest Generation EME, LLC (Joliet Generation Station)

September 6, 2001 - The Illinois Pollution Control Board granted a 45-day provisional variance from the total suspended solid effluent standards to Midwest Generation EME, LLC. The provisional variance is for activities at the generation station located in Joliet, Will County, Illinois. It will allow for retirement of three existing intra-plant sluice water transport lines and to replace them with two new larger lines and associated valves.

  Document Illinois Pollution Control Board Grants 45-day Provisional Variance to the Exelon Generation Company, L.L.C (Dresden Nuclear Power Station)

August 9, 2001 - The Illinois Pollution Control Board granted a 45-day provisional variance from thermal discharge standards to the Exelon Generation Company, L.L.C. The provisional variance is for activities at the Dresden Nuclear Power Station located near Morris, Grundy County, Illinois. It will allow for replacement of fill material necessary to optimize cooling efficiency in the cooling towers.

January 4, 2001 - The Illinois Pollution Control Board granted a 45-day provisional variance to the Village of Milledgeville for its wastewater treatment facility located in Carroll County, Illinois. The provisional variance will allow the Village of Milledgeville to install two new trickling filter distribution units and conduct cleaning and possible partial replacement of the rock media.

  Document Illinois Pollution Control Board Grants Retroactive Provisional Variance to Kimble Glass, Inc.

December 6, 2001 - On December 6, 2001, the Illinois Pollution Control Board granted a 45-day provisional variance from various air emissions standards for particulate matter to Kimble Glass, Inc in Chicago Heights. The provisional variance would allow Kimble Glass, Inc. to legally operate its glass melting furnace during equipment repairs that occurred from November 5 to November 7, 2001.

  Document Illinois Pollution Control Board Grants Three-day Provisional Variance to DaimlerChrysler

March 19, 2001 - The Illinois Pollution Control Board granted a three-day provisional variance, for the period of February 15 through 17, 2001, to DaimlerChrysler for its facility located in Belvidere, Boone County, Illinois. The provisional variance is from DaimlerChrysler’s State operating permit for a new source performance standard, which includes permit conditions pertaining to a regenerative thermal oxidizer that controls emissions from the Uni-prime electrocoat process. Specifically, the permit conditions from which DaimlerChrysler received a provisional variance are those monitoring and record keeping requirements in permit conditions 1d, 2a, 5a.ii, 5a.iii, 11, and 13a.iv through 13a.vi relating to emissions of volatile organic material.

  Document Illinois Pollution Control Board Moves Several Rulemakings to Second-Notice

December 6, 2001 - On December 6, 2001, the Illinois Pollution Control Board sent three rulemakings to second notice and adopted a final order in another rulemaking. The rulemakings deal with Antidegradation, procedures for developing site remediation objectives, MTBE groundwater standards, and modifications to the Enhanced Vehicle Inspection and Maintenance Regulations.
