The IEPA contends that legislative and rulemaking actions since the
Board adopted right to Know rules in 2006 have created a gap between media of concernrequiring notice under the Environmental Protection Act, the exposure routes identified in theBoard’s Tiered Approach to Corrective Action Objectives(TACO) rules, and the Right to Knowrules.
