This rulemaking was initiated when the Illinois Environmental Protection Agency
(Agency) filed a proposal with the Board under Section 27 of the Environmental Protection Act(Act) (415 ILCS 5/27 (2010)).
After conducting two public hearings and considering the entire
record, including public comments and Agency errata sheets, the Board adopted for first noticethe amendments ultimately proposed by the Agency, with minor modifications.
