b) In the geographical areas defined in Section 212.324(a)(1) of this Part, Sections 212.304 through212.310, 212.312, and 212.316 of this Subpart shall apply to all emission units identified in subsection(a) of this Section, and shall further apply to the following operations: grain-handling and grain-drying(Subpart S of this Part), transportation, communications, electric, gas, and sanitary services (SICmajor groups 40 through 49).
