In this case, the People allege that Sub Source violated Sections 21(f)(1) and (f)(2) of
the Act (415 ILCS 5/21(f)(1), (f)(2) (2008)) and Sections 703.121(a)(1) and (b) of the Boardwaste disposal regulations (35 Ill. See 35 Ill. Adm. Code 103.300(a).Under the proposed stipulation, Sub Source does not affirmatively admit the alleged violations,but agrees to pay a civil penalty of $10,000. See 415 ILCS 5/31(c)(2) (2008); 35 Ill.
