Upon receipt of the letter, Smoot Oil Company’s consultants contacted the
assigned project manager to discuss the issue with him.
9. Subsequently, access to the property was granted and work under the approved
corrective action plan was conducted. The IEPA denial of the application for payment is erroneous because a formaldecision to require a revised corrective action plan had not previously been made.
