Illinois EPA has demonstrated that Respondent caused or allowed open dumping on the
site. 4-5, 10-16. Therefore, Respondent caused or allowed the open dumping ofwaste observed on February 29, 2008. originally contained in the Administrative Citation. This substitution issue will be addressed further, below. Because the open dumping resulteopen burning of waste, Respondent also violated Section 21(p)(3) of the Act.
