In 1970, I co-founded the Natural Resources Defense Council (“NRDC”), now one of the
leading environmental organizations in the world.
In 2005, I was asked by the national organizations of State and local air pollution control
officials, known as the State and Territorial Air Pollution Program Administrators(“STAPPA”) and the Association of Local Air Pollution Control Officials (“ALAPCO”),to advise and assist them with developing a Model Rule for control of mercury emissionsfrom large coal-fired electric generating plants.
