Between the removal of
the tanks in 1986 and the reporting of the release in 1994, Vogue Tyre believed that a “largequantity of gasoline disappeared” from the site for reasons other than a leaking undergroundstorage tank.

Office of State Fire Marshal, PCB 95-78 (Dec. Id. Therefore, OSFM
denied Vogue Tyre access to the underground storage tank fund and the Board affirmed thatdecision.
