The petition further alleges that upon notice from the Environmental
Protection Agency that the landfill did not meet legal requirements,the City ceased operation of the landfill site and shortly thereafter,entered into a contract with H & L Disposal Company, pursua~itto whichH & L Disposal Company would develop a new landfill operation on fifteenacres of the 56—acre tract not.
The Agency recommends that the
variance be granted providing that covering be initiated immediatelyand pursued diligently until final completion.
