Respondent’s attorney neither admits nor denies those allegationsof law.
  • Subsequently the Agency filed its Motion to Amend Complaint,
which Motion is entirely out of step with the pleadings whichprecede it.
  • The attorneys then entered into a Stipulation
which they now submit for our decision on the merits.
  • We find, however, that the combination of the nonsensical
pleadings and the reliance upon them as a basis for the Stipulaticn of Facts frustrates our purpose.
