While I have registered my vote in favor of this opinion,I do find several disturbing points about this proceeding.
  • One does not start to build a factory
and then seek rezoning.
  • The power to issue bonds without referendum and in excess of
a debt limit is a great power.
  • And I should like to see greater technical
testimony (and Agency participation) to prove ,the point of waterpollution.
