Madison County, Illinois.- Shell’s effluent empties into the Mississippi River
which has a dilution ratio of approximately 2300:1 when comparingthe seven-day - ten-year low flow to the refineryTs 6 MGD wastewater flow.(PCB 73-6), we denied the variance from Rule 408 because the Petitioner had not come forth with a program to achieve cyanide reduction. |
