Aiton filed a response to points raised in the Agency
recommendation on March 7, 1975.
Based upon this analysis, the Agency
recommended that the Board deny the variance petition untilAlton submitted adequate proof that it had complied with theprior Board order or that failure to comply with the conditionswere due to circumstances beyond the control of Alton.
Paragraph 3 of the order in PCB 74-51 required
