In this proceeding, the Board received a written comment
filed September 10, 1991 from the Department of Energy andNatural Resources (“Department”) requesting that the Boarddetermine that an EcIS not be prepared.
The Board therefore
finds that the preparation of an EcIS need not be conducted inthis matter at this time.
