Repeal the regulations found in paragraph 7 of Rule 1.08
and in its place substitute the following:“All oxygen—demandine waste discharges and wastes containingsuspended solids shall receive a minimum of secondary treatment, asdefined herein, by December 31, 1973.
“Disinfection wiTL:L he provided for all effluents to reduce
