The Board found that respondent violated Sections 12(a), (b), and (f) of the Act (415 ILCS 5/12(a), (b), (f) (2000)), and Sections 306.102(a) and 309.102(a) of the Board regulations. The Board reserved ruling on the issue of an appropriate penalty pending a hearing.
