    The second
    hearing
    in this
    proceeding
    took place Tuesday,
    April 28, 2009,
    in Springfield.
    The
    Board
    received the transcript
    of that second
    hearing (Tr. 2) on
    Thursday,
    May 7,
    2009,
    and
    posted the transcript
    to its
    Web site at www.ipcb.state.il.us.
    Under
    the Board’s
    procedural rules, “[a]ny
    person may suimit
    written comments
    on any
    proposal within
    14 days after
    the
    receipt of
    the hearing transcript
    in Board offices unless
    otherwise specified
    by the
    hearing officer or the
    Board.” 35 Ill. Adm.
    Code
    102.108(b).
    The
    record of the
    second hearing states
    that, “[b]efore
    it takes action
    on the Agency’s amended
    proposal, the
    Board
    will hold
    open a post-hearing
    comment period ending
    30 days
    after May
    8,
    2009, when
    the Board expects
    to receive the
    transcript of this hearing.”

    Any
    participant
    in this proceeding who
    wishes
    to
    file a post-hearing comment
    with
    the
    Board
    is directed to
    do so on or before
    Monday, June
    8,
    2009.

    Code 101.300(b)(2)
    does not apply
    to the filing of these
    post-hearing
    comments. All post-hearing
    comments,

    no later than 4:30
    PM on Monday,
    June 8, 2009.
