Letter from the Chairman
The Board wrapped up a busy calendar year in December, but our biggest news of the month involves Board
Members, not opinions written. This month my Board colleagues join me in honoring a past Board member, Dr.
Samuel R. Aldrich, and in welcoming our newest member, Mr. Gary Blankenship.
Dr. Aldrich was appointed as an original Board Member in 1970 by Governor Ogilvie. Dr. Aldrich, a former
Professor of Agriculture at the University of Illinois, served until July 1972. Dr. Aldrich passed away on November
22, 2008. Dr. Aldrich helped lay the foundation for the Board as it exists today and we greatly appreciate his public
service to the citizens of Illinois. Our thoughts and prayers are with his family at this time.
My colleagues and I welcome Member Blankenship, who was appointed to the Board effective December 1, 2008.
Before joining the Board, he served since 1981 as the Business Manager and Financial Secretary Treasurer for
Plumbers & Pipefitters Local #422, a 1350-member organization in Joliet. In addition, he served as Vice President
of the Illinois Pipe Trades Association, Financial Secretary for the Will and Grundy Counties Building Trades
Council, and was a member of the Strategic Planning Committee for the United Association of Plumbers and
Pipefitters International Union.
With 38 years of experience, Member Blankenship has participated in and supervised the construction and
maintenance of a wide variety of air, water, solid and hazardous pollution control systems for industrial facilities
such as coal fired power plants, waste water treatment plants, refineries, chemical plants, incinerators, and landfills.
He also implemented a five-year training program for Pipefitter Apprentices that included constructing and
maintaining air and water pollution control systems.
Member Blankenship and his wife reside in Channahon, Illinois.
I know that our staff joins me in welcoming Member Blankenship to the Board. His background will play a
valuable role in the Board’s work, and we look forward to his time with us.

Rule Update
Board Adopts Final Identical In Substance Rules In the Matter of SDWA Update, USEPA Amendments
(January 1, 2007 through June 30, 2007 and June 3, 2008) R08-7 and SWDA Update, USEPA Amendments
(July 1, 2007 through December 31, 2007 and June 3, 2008) R08-13
On December 18, 2008, the Board adopted amendments to the Illinois regulations that are “identical in substance”
to drinking water regulations adopted by the United States Environmental Protection Agency (USEPA). The
amendments adopted by the Board include minor, non-substantive revisions to the text as proposed in the orders of
August 7, 2008 and September 4, 2008. Those revisions are in response to comments made by the Joint Committee
on Administrative Rules and the Illinois Environmental Protection Agency. The consolidated R08-7/R08-13 docket
includes federal Safe Drinking Water Act (SWDA) amendments that USEPA adopted in the period January 1, 2007
through December 30, 2007 and on June 3, 2008. On March 12, 2007, USEPA adopted amendments relating to
analytical methods approved under the wastewater pretreatment and drinking water programs. The R08-5 docket
includes the drinking water segments of those amendments. On June 3, 2008, USEPA approved alternative
methods for analysis under the drinking water program. The Board has added the June 3, 2008 amendments to this
consolidated docket due to their close relationship with the March 12, 2007 amendments.
The R08-13 docket includes federal SDWA amendments that USEPA adopted in period July 1, 2007 through
December 31, 2007. On October 10, 2007, USEPA revised segments of the Lead and Copper Rule under the
drinking water regulations.
R08-7: SDWA Updated, USEPA Amendments January 1, 2007 through June 30, 2007
March 12, 2007 (at 72 Fed. Reg. 11200)
USEPA modified the testing procedures approved for sampling and analysis in programs established under the
Clean Water Act (CWA) and the SDWA. The wastewater pretreatments rules are established under CWA, and the
Primary Drinking Water Regulations are established under SDWA. The amendments updated the versions allowed
for existing methods and approved new methods for use. The drinking water aspects of these amendments relate
closely to later amendments adopted by USEPA on June 3, 2008.
R08-13: SDWA Update, USEPA Amendments July 1, 2007 through December 31, 2007
October 10, 2007 (at 71 Fed. Reg. 65574)
USEPA amended the lead and copper rule to strengthen its implementation in the areas of monitoring, treatment
processes, public education, customer awareness, and lead service line replacement. The federal amendments were
effective on December 10, 2007. Compliance by regulated entities is due no later than December 10, 2009.

The Board identified one set of related USEPA actions since December 31, 2007 that further amend the SDWA
rules in a way that affects the present amendments. When the Board observes an action outside the nominal
timeframe of a docket that requires expedited consideration, the Board will expedite consideration of those
amendments in the pending docket.
USEPA approved 99 alternative test methods for analysis of contaminants in drinking water. This was USEPA’s
first use of a new summary approval mechanism. Section 1401(1) of SDWA (42 U.S.C. 300f(1)2006)) authorizes
USEPA to approve alternative methods by guidance published in a
Federal Register
notice without the formalities
of a full rulemaking action. USEPA listed the methods in a new appendix at 40 C.F.R 141.

The Board included the June 3, 2008 USEPA action in docket R08-7 because most of the methods involved in that
action affect the same segments of the Illinois rules that are involved in the March 12, 2007 amendments. Further,
many of the alternative methods approved in the June 3, 2008 action are the same ser4sion of the methods as are
involved in the March 12, 2007 amendments.

Board Accepts for Hearing IEPA Proposal In the Matter of: Clean-Up Amendments to 35 Ill. Adm. Code
Part 243 (R09-19)
The Board, on December 18, 2008, accepted for hearing a proposal to amend Part 243 of the Board’s air pollution
regulations (35 Ill. Adm. Code 243) to incorporate new federal air quality standards. The Illinois Environmental
Protection Agency (IEPA) filed the proposed rulemaking on December 1, 2008.
The IEPA states that “[t]his proposed rulemaking simply updates the existing regulation and is a result of new
National Ambient Air Quality Standards (NAAQS) adopted by the United States Environmental Protection Agency
(USEPA).
First, the IEPA proposed that the Board amend the existing Section 243.125 by incorporating the new USEPA
eight-hour ozone standard and revoking the one-hour standard. The IEPA also proposed a measurement method for
determining compliance with the updated ozone standard.
Second, the IEPA proposed amending the existing Section 243.120, which addresses particulate matter with an
aerodynamic diameter less than or equal to a nominal 10 micrometers (PM
10
). Specifically, the IEPA proposed
revoking the “annual PM
10
standard which had been calculated as the annual arithmetic mean concentration of 50
micrograms per cubic meter.”
Third, in response to recent action by USEPA, the IEPA proposed adding a Section 243.120a addressing particulate
matter with an aerodynamic diameter less than or equal to a nominal 2.5 micrometers (PM
2.5
). The IEPA noted that
USEPA set the annual arithmetic mean concentration of PM
2.5
at 15 micrograms per cubic meter.
Fourth, the IEPA proposed amending Section 243.107, which addresses reference conditions, “to reflect the PM
2.5
measurements should be based upon the actual ambient air volume measured at the actual temperature and pressure
at the monitoring site during the measurement period.”
Hearings are scheduled for Tuesday, February 3, 2009 at 1:00 pm at the Madison County Administration Building,
County Board Room 203, 157 N. Main Street, Edwardsville, IL and for Tuesday, March 10, 2009, at 9:00 am at
Illinois Pollution Control Board Conference Room 11-512, 100 W. Randolph St., Chicago, IL. Additional details

RESTRICTED STATUS LIST
In order to comply with 35 Illinois Administrative Code Section 306.401, Illinois Pollution Control
Board Regulations, the Illinois EPA has prepared the following list of facilities which are on Restricted
Status. Restricted Status is defined as the Agency determination that a sewer or lift station has reached
hydraulic capacity or that a sewage treatment plant has reached design capacity, such that additional
sewer connection permits may no longer be issued without causing a violation of the Act or
Regulations. Please note that the list is continually being revised to reflect the current situation.
Therefore, if you have any questions on the capability of a treatment facility or transport system,
please contact this Agency for a final determination. This listing reflects the status as of December 31,
2008.
Facility names followed by an asterisk (*) indicates that construction is underway to ultimately
alleviate problems, which resulted in imposition of Restricted Status. Facilities followed by a double
asterisk (**) are additions to the list.
