    Coatings
    Association
    request
    to extend
    the
    implementation
    date
    of
    the AIM
    rulemaking
    from January
    1, 2009
    to July
    1,
    2009.
    Although
    I
    wholeheartedly
    support
    the
    implementation
    of
    the
    AIM
    rulemaking,
    I
    believe
    postponing
    the compliance
    date
    to July
    1,
    will
    result
    in a more
    cohesive,
    cooperative
    and successful
    participation
    by the
    affected
    business
    and
    industry.
    It
    is
    my
    understanding,
    in
    speaking
    with
    one
    of
    my
    constituent
    businesses
    and
    significant
    employer
    True
    Value
    Manufacturing
    Company,
    that
    delaying
    the implementation
    date
    will
    permit
    a
    more
    orderly
    and economically
    feasible
    compliance.
    Required
    changes
    to
    formulas,
    new
    labeling,
    computer
    upgrades
    and
    software
    revisions
    can be
    better
    accommodated
    without
    significant
    and
    negative
    business
    interruption
    and mayhem.
    In
    addition
    costly
    recall
    expense
    could
    be
    avoided.
    On the
    positive
    side
    of postponing
    the implementation
    date;
    affected
    business
    could
    do a
    better
    and
    more
    comprehensive
    education
    of our
    new
    rules/regulations
    to their
    distributors
    and
    retailers.
    In
    today’s
    uncertain
    economic
    climate
    I believe
    it is
    good
    public
    policy
    to make
    every
    attempt
    to lessen
    the
    compliance
    cost
    burdens
    placed
    upon
    our businesses
    while
    balancing
    the
    need
    to implement
    good
    environmentally
    sound
    protections
    for
    our
    consumers
