Dear Mr. Therriault,
I am writing to request that the board review the redacted information in Appendix B of
the initial PDC filing from April 25, 2008 (case AS 2008-010) and determine whether the
locations of the ten steel mills used in the sampling process can be disclosed.
I am working with Joyce Blumenshine of the Sierra Club, Heart of Illinois Chapter to
prepare for the hearing on August 18. In its filing, PDC cites the importance of the
delisting to the continued competitiveness of the steel industry and claims economic
benefits based on the distance treated electric arc furnace dust would need to travel if
disposal in a municipal landfill is not granted. Because of these claims, we believe the
locations of the mills whose waste will be delisted are relevant to the public discourse.
Joyce and I are not seeking the names of the mills in question, only the geographic
locations. If additional information is needed to cross reference the locations to the mill
references in Table 2 of the same PDC filing (which gives the anticipated waste
quantities by mill), we would like that as well. We see no reason such information should
be redacted and ask that it be provided as soon as is convenient for the board.
