Dr. Girard, Thank you for the few minutes at the meeting for the Friend of the Chicago River. For two

years I have been trying to get MWRDGC to approve a new technology for raising the dissolved oxygen

in the Chicago River. The Coherent Water Resonator (CWR) emits a frequency that causes the oxygen

in the hydroxide molecule to break off and become weakly bonded to another water molecule and

remain in the water column until it is needed. As the DO levels rise, microbes become aerobic again,

their housekeeping functions are restored, and the water begins to clear. In many cases the water has

been poisoned with chemical algaecides, effluent or industrial pollutants so severely that there are little

or no remaining indigenous beneficial microbes. In these situations a proprietary beneficial microbe

compound needs to be added to the water in order to restore ecological balance. Nature is again in

charge.

The CWR can place 80,000 pounds of single

oxygen in 1.1 billion gallons of water every 24

hours. In lakes we have been successful in raising the DO to over 20 ppm with over 200% saturation.

With this kind of production, this science can clean the Chicago River one mile at a time.
