Dear Mr. Webb:
I live in the Peoria area and I am very concerned for our environmental
resources. My vocation is in medicine as a public health specialist. I feel
hazardous waste landfills like Peoria Disposal Company (PDC) can pose public
health threats when they exceed the environment's capacity to remain safe.
PDC has made significant economic rewards for its willingness to take hazards
waste that most regions will not accept. Now PDC wants to change its status
from waste collection and treatment to a designation of "waste generator in
order to exempt itself from sitting authority of the Peoria County Board. The
Illinois EPA denied the request in August 2007 and PDC has appealed the
decision to the IPCB.
This is obviously a technical maneuver to bypass the legitimate local
governmental processes that approve or disapprove such things as hazardous
landfills. The Peoria County Board has already voted to deny PDC's expansion
request in order to safeguard in the future such things as the aquifer that sits
near this hazardous landfill.
Please do not allow PDC's contingency plan for expansion and uphold the
IEPA's denial of PDC's request for a Class 3 permit modification (case PDB
2008-025).
