    ORDER OF THE BOARD (by T.E. Johnson):
    On March 13, 2007, American Bottom Conservancy and Sierra Club (petitioners) timely
    filed a petition asking the Board to review a February 6, 2007 decision of the City of Madison,
    Illinois (City).

    415 ILCS 5/40.1(b) (2004); 35 Ill. Adm. Code 107.204. According to the
    petition, the City granted the application of Waste Management of Illinois, Inc. (WMII) to site an
    expansion of WMII’s Milam Recycling and Disposal Facility located in Fairmont City, St. Clair
    County, to be called “North Milam,” located in the City of Madison, Madison County. On
    March 15, 2007, the Board issued an order accepting the petition for hearing.
    On April 12, 2007, with the hearing officer’s leave, the City filed the record of its
    proceedings, along with an index of documents in the record. On April 25, 2007, the City filed a
    motion for leave to file an amended index. By the motion, the City seeks to correct several
    misspelled names in the index. No response has been filed to the motion for leave.

    On April 20, 2007, Kathleen G. Henry filed a motion to appear
    pro hac vice
    on behalf of
    petitioners. According to the motion, Ms. Henry is a licensed and registered attorney in
    Missouri, where she is in good standing. Ms. Henry represents that she is a licensed and
    registered attorney in Illinois, but is on inactive status. Further, the motion states that Ms. Henry
    is the president of the Great Rivers Environmental Law Center, which is representing petitioners.
    No response has been filed to the motion to appear
