Thank you for the opportunity to comment on Case PCB 2006-184, regarding the
Peoria Disposal Company Hazardous Waste Landfill . I attended hours of the
hearings last year when the Peoria County Board and the public and the press
could hear the testimony, questions, and comments regarding this issue . The
hearings were conducted professionally and in full public view. This was a
commendable process and allowed the public to be informed and to participate .
Many important issues about the landfill were brought out at the hearings that
I had not been aware of . I fully agree with the findings of fact and fully support the
vote of the Peoria County Board to deny this landfill expansion
.
The electronic listings for this case show that the date for a Pollution Control
Board determination has been delayed because of a possible global settlement
.
I have attended recent Peoria County Board meetings and have heard requests
during public comments that the County make what is being considered in this
settlement available to the public. There is no information now that gives citizens
a chance to determine if anything under consideration between the County and
PDC is protective of the public health, safety, and welfare, or changes this landfill
to make it compatible with a city of 113,000 people that is right next to it . I
wonder if what is being considered somehow fixes the site, because the geology
of this location has sand lenses and sand seams and will not ensure protection
for our aquifer, that at some point will be affected by what is above it . No
meetings have been held for the public to be informed about this possible global
settlement. There is no sharing of information or chance for the public to find out
about what is being considered and what are the reasons for such a deal .
Looking at the openness of the hearings last year and the known public concerns
about this landfill, I feel what is going on in Peoria now as a behind-the-scenes,
private deal between the County and PDC
. This is totally inappropriate, in light of
the very open, informative, and fair process that was held last year
.
