The Bureau of Water received a request on December 30, 2005 from Pinnacle Foods
Group Inc
. for an Illinois EPA recommendation regarding the tax certification of water
pollution control facilities pursuant to 35 Il . Adm. Code 125 .204. We offer the following
recommendation .
The water pollution control facilities in this request include the following :

lagoon cell for settling, basin effluent structure and piping, and effluent flow monitoring

Based on the information included in this submittal, it is our engineering judgment that
the above proposed facilities may be considered "Pollution Control Facilities" under 35
IAC 125
.200(a), with the primary purpose of eliminating, preventing, or reducing water
pollution, or as otherwise provided in this section, and therefore eligible for tax
certification from the Illinois Pollution Control Board
. The Bureau of Water therefore
recommends that the Board issue the requested tax certification for these facilities

The only purpose of the lagoon system is to reduce the BOD before it is sent to the
POTW. The water that leaves the production facility to be treated by the lagoon is not used
again by the facility . They would be able to operate normally whither the lagoon had been
installed or not . The only purpose of the lagoon is to ensure that the water discharged to the
POTW meets state and/or federal pollution limits
.

Protection Act If the sludge is a hazardous waste, the generator must comply with all applicable requirements of 35 III. Adm .
Code Parts 702, 703, 705 and 720 to 725 .
SPECIAL CONDITION 2 : This Permit is issued with the expressed understanding that there shall be no surface discharge from
these facilities. If such discharge occurs, additional or alternate facilities shall be provided . The construction of such additional
or alternate facilities may not be started until a Permit for the construction is issued by this Agency .

DESCRIBE UNIT PROCESS :
Pinnacle Foods, located in St . Elmo, Illinois, is a food processing, storage, and distribution facility . Purchased
ingredients are measured, blended, cooked and bottled to produce syrups/sauces for commerce .
MATERIALS USED IN PROCESS :
Bulk corn syrup is received and stored in outdoor enclosed horizontal tanks and is pumped into the facility for use .
Bulk vinegar is received and stored in outdoor vertical tank and is pumped into the facility for use . Other food
ingredients arrive by truck and are stored within the facilities buildings . Packaging supplies are received into
warehouse areas . The facility also serves as a warehouse distribution center for prepackaged cake mixes and
frostings, which arrive on pallets by truck and are stored inside .
Section D : POLLUTION CONTROL FACILITY DESCRIPTION
DESCRIBE POLLUTION ABATEMENT CONTROL FACILITY :
An aerated lagoon is used as a pretreatment system to remove high strength Biological Oxygen Demand (BOD)
from the production plant wastewater stream and produce a resulting effluent that is similar in strength and waste
characteristics to domestic wastewater . The facility's sanitary waste is not treated through the aerated lagoon but
is mixed with the treated effluent at the City's POTW lift station . Attachment 1 contains the IEPA Water Pollution
Control Permit No . 2005-EE-2944 issued on January 19, 2005 by the IEPA Division of Water Pollution Control
.
Attachment 3 contains the pretreatment plans & specifications - page PR1- provides the process flow diagram .
Attachment 4 contains the cost and fair cash value for real property . The system consists of the following :

The influent lift station is installed near the processing facility on the south side of the building
. This lift station
collects the wastewater stream from the product batching and bottling area . It consists of 2-200 gpm submersible
pumps and associated controls and a circular precast concrete wet well and valve vault . The pH control system
provides an adjustment system that pumps caustic into the manhole based on the readings from the pH probe .
The nutrient addition system consists of a manufacturer-supplied container, which holds the nutrient solution, and a
chemical metering pump . The nutrients are pumped into the influent station wet well and are flow proportioned to
the flow . The Bacta-Pur System provides biological augmentation for the aerated lagoon system
. Flow from the lift
station is discharged into the first cell of a two cell aerated lagoon system . The lagoon is designed to treat a 30,000
gpd flow with an organic strength of 2,000 mg/I BOD . 100% of the process wastewater is collected . The treatment
goal is to reduce the BOD down to 240 mg/I prior to discharge to the City's wastewater treatment facility . The clay
lined aerated cell has a capacity of 728,000 gallons . Rip rap is provided at the water surface to protect the
embankment from erosion . The effluent control manhole has a telescoping valve in order to allow adjustment fo the
lagoon level . The aeration equipment consists of 2-15 HP and 2-10 HP splashing type aerators . A plastic hydraulic
baffle is placed between the complete mix cell and the settling cell . A 400A, 480V, 3 phase, 4 wire, panel board in
NEMA 3R enclosure is provided along the east side of the lagoon to feed the aerators . The effluent is measured
through the manhole with a Parshall flume, ultrasonic open channel flowmeter, digital recorder and chart recorder .
