RE:
Proposed Amendments to Dissolved Oxygen Standard
35 ILL. ADM.CODE 302 .206
Pollution Control Board Rule R04-25
Dear Ms Gunn:
The Greater Peoria Sanitary District encourages your favorable consideration of the
Illinois Association of Wastewater Agency (IAWA) petition R04-25 regarding dissolved
oxygen standards. Adoption of the IAWA petition will establish a dissolved oxygen
water quality standard that fundamentally protects and enhances the aquatic life in our
states waters while balancing sewage treatment costs borne by our local economy .
IAWA has consistently supported sound science as the basis for establishing rules and
regulations . While we understand and respect the mission of the Illinois Department of
Natural Resources and the Illinois Environmental Protection Agency, in this case we
conclude the position adopted by IEPA would result in an unattainable and unnecessary
water quality standard . The record shows IAWA has documented numerous stream
segments unimpaired by urban development that sustain the highest orders of life stages
while not meeting the proposed IEPA dissolved oxygen concentrations .
IAWA Petition R04-25 is responsive and responsible to the citizens of the State of
Illinois. We encourage the Board to adopt the petition .
Sincerely,
GREATER PEORIA SANITARY DISTRICT
