NOW COMES Complainant, County of Ogle, to move to dismiss this action in its
entirety based on the criminalization of the fact pattern that gave rise to the instant
administrative citation . Respondent, George C . Heal pled guilty in Ogle County criminal
case 2006CM614 on November 2, 2006 . As part of the plea agreement in that criminal
case, the Complainant is moving to dismiss this administrative citation in full .
