ADMINISTRATIVE CITATION
JURISDICTION
This Administrative Citation is issued pursuant to the authority vested in the Illinois
Environmental Protection Agency by Section 31 .1 of the Illinois Environmental Protection Act, 415
ILCS 5/31 .1 (2004) .
FACTS
1 .
That Allied Waste Inc . is the permitted owner and operator of a facility located at 825
Willard Street, Greenville, Bond County, Illinois
.
2.
That said facility is a sanitary landfill, operating under Illinois Environmental
Protection Agency Permit No . 1993-188-LF, and is designated with Site Code No . 0050055055 .
The facility is commonly known to the Illinois Environmental Protection Agency as
Greenville/Bond County Landfill .
3.
That Respondent has owned and operated said facility at all times pertinent hereto .
4 .
That on June 30, 2006, Kendall Couch of the Illinois Environmental Protection
Agency's Champaign Regional Office inspected the above-referenced facility . A copy of his
inspection report setting forth the results of said inspection is attached hereto and made a part
hereof .

VIOLATIONS
Based upon direct observations made by Kendall Couch during the course of his June 30,
2006 inspection of the above-referenced facility, the Illinois Environmental Protection Agency has
determined that Respondent violated the Illinois Environmental Protection Act (hereinafter, the "Act")
as follows :
(1) That Respondent conducted a sanitary landfill in a mannerwhich resulted in uncovered
refuse remaining from the previous operating day or at the conclusion of any operating
day, a violation of Section 21 (o)(5) of the Act, 415 ILCS 5/21
(o)(5) (2004) .
CIVIL PENALTY
Pursuant to Section 42(b)(4) of the Act, 415 ILCS 5/42(b)(4) (2004), Respondent is subject
to a civil penalty of Five Hundred Dollars ($500
.00) for each of the violations identified above, for a
total of Five Hundred Dollars ($500 .00).
If Respondent elects not to petition the Illinois Pollution
Control Board, the statutory civil penalty specified above shall be due and payable no later than
September 15, 2006, unless otherwise provided by order of the Illinois Pollution Control Board
.
If Respondent elects to contest this Administrative Citation by petitioning the Illinois Pollution
Control Board in accordance with Section 31
.1 of the Act, 415 ILCS 5/31
.1 (2004), and if the Illinois
Pollution Control Board issues a finding of violation as alleged herein, after an adjudicatory hearing,
Respondent shall be assessed the associated hearing costs incurred by the Illinois Environmental
Protection Agency and the Illinois Pollution Control Board
. Those hearing costs shall be assessed
in addition to the statutory civil penalty
.
Pursuant to Section 31 .1 (d)(1)
of the Act, 415 ILCS 5/31 .1 (d)(1)
(2004), if Respondent fails
to petition or elects not to petition the Illinois Pollution Control Board for review of this Administrative

Citation within thirty-five (35) days of the date of service, the Illinois Pollution Control Board shall
adopt a final order, which shall include this Administrative Citation and a finding of violation as
alleged herein, and shall impose the statutory civil penalty specified above .
When payment is made, Respondent's check shall be made payable to the Illinois
Environmental Protection Trust Fund and mailed to the attention of Fiscal Services, Illinois
Environmental Protection Agency, 1021

Along with payment, Respondent shall complete and return the enclosed
Remittance Form to ensure proper documentation of payment
.
If any civil penalty and/or hearing costs are not paid within the time prescribed by order of
the Illinois Pollution Control Board, interest on said penalty and/or hearing costs shall be assessed
against the Respondent from the date payment is due up to and including the date that payment is
received
. The Office of the Illinois Attorney General may be requested to initiate proceedings
against Respondent in Circuit Court to collect said penalty and/or hearing costs, plus any interest
accrued.

Respondent has the right to contest this Administrative Citation pursuant to and in
accordance with Section 31
.1 of the Act, 415 ILCS 5/31/1 (2004)

Notice of Filing, Certificate of Service, and Notice of Appearance, with the Clerk of the Illinois

60601 . A copy of said Petition for Review shall be filed with the Illinois Environmental Protection

. Section 31 .1 of the Act provides that any Petition for Review shall be filed

Narrative
General Remarks
On June 30, 2006, Chris Cahnovsky and I went to Greenville, Illinois to conduct an
inspection at this site . This site is a permitted landfill operating under permit
number I 993-188-LF Mod #27 . The weather was rainy, wet and the temperature was 70°
degrees F
. Sharron Hughes, scale house operator was not present during this inspection .
Filling in for Ms . Hughes was Jennifer Bradley . Also present were Greg Dolliger, Bob
London and Environmental Manager, Tim Curry .
Inspection
When we arrived we met with Jennifer Bradley, scale house operator . Ms. Bradley
presented required paperwork documenting operations at this facility . Most of the
documentation appeared to be in order
. The leachate log appeared incomplete with
entries ended on May 24, 2006 . The special waste log also appeared incomplete with
entries ending on April 28, 2006
. A methane gas monitor and fire extinguisher were
observed in the scale house and appeared to be in working order . It appears that this
facility is receiving an average of 250 tons of waste per day .
After reviewing Bond County Landfill's required documentation, we met with Greg
Dolliger and Bob London . Mr. Dolliger explained that Tim Johnson, Bond County
Landfill's certified operator had been transferred to the State of Georgia approximately
two weeks before this inspection . Mr. Dolliger also explained that his facility was using
tarps for their daily refuse cover and had not received any unpermitted waste .
This site is taking their leachate to the Greenville waste water treatment plant (WWTP) .
Allied Waste of Greenville, Illinois transports the leachate under special waste haulers
permit #0437. Allied Waste uses a pump truck to load the leachate from their leachate
receptacles and then transports the leachate to a manhole located on the northeast part of
this site. The leachate is then transport via sewer main to the Greenville WWTP .
Approximately 8,000 to 12,000 gallons of leachate are removed from this facility per day .
The leachate log was competed up to May 24, 2006 . The leachate tank locks were locked
and appeared to be in good condition . This facility has a water pollution sewer connect
permit#, 2005-EP-3622, which expires on April 30, 2010 .

After discussing this site's leachate disposal operations, we went to the eastern slope of
Phase one, two and three A . This slope had several erosion ditches and leachate seeps .
The leachate seeps appeared brown or black in color . Some of the leachate seeps were
bubbling . We then went to the western side of Phase one, two and three A . Several
erosion ditches were observed on the side slope of this area . Exposed refuse was also
observed on this side slope
.
We walked to the top of this western slope and observed several areas of exposed refuse
on this slope. The area on top of these slopes contained another leachate seep and we
observed another area of exposed refuse . These leachate seeps were documented in the
daily landfill inspection logs . The log began documenting the leachate seeps on May 15,
2006
. I observed a non-functional aeration unit in the leachate lagoon
. It appears that the
aeration unit had an electrical short and had not been operational for two to three weeks .
We then went to the service garage located on the southeastern edge of this facility and
viewed Cell Phase three B . This Cell contains the Active Face of this landfill . Several
trucks were observed unloading residential trash . No litter was observed around or
outside of the permitted landfill boundary . Windscreens were in place on the active face
during this inspection .
During this time we waited for Tim Curry, Allied Waste's Environmental Manger to
arrive. I observed a methane monitor within the garage . This monitor appeared to be in
working order . When Mr . Curry arrived, we toured the areas of concern with respect to
the leachate seeps, erosion and exposed refuse . Mr. Curry explained that a large rain
occurred approximately one week after the seeding and produced the aforementioned
erosion ditches . Mr. Curry assured us that these concerns would be addressed and
corrected as soon as time permitted .
During this part of the inspection, Chris Cahnovsky and Tim Curry discussed the
aforementioned issues and their discussion went as follows : Mr. Curry was asked about
the exposed refuse on the top of the landfill . According to Mr
. Curry, this portion of the
landfill was overfilled by the previous owner . Bond County Landfill began to relocate
this waste in February or March 2006 . About 20,000 cubic yards were relocated to the
active area
. The exposed refuse resulted from these relocation activities
. Trucks made
ruts and turned up the soil and exposed the refuse . Mr. Curry stated that they would
immediately cover the exposed refuse and leachate seep with six inches of intermediate
cover. After meeting with Mr. Curry, we left the site.

On July 25, 2006, I checked with IEPA staff as to prior conduct certification for the
operators of this site . The IEPA database did not contain any information pertaining to
prior certification for any operators at this site . On this day, I also spoke with Tim Curry
via phone . According to Mr . Curry, Mr . Johnson is still employed by Allied Waste and is
working at another work location in Georgia .
During this inspection, several apparent violations of the Illinois Environmental
Protection Act, 35 Illinois Administrative Code Requirements Subtitle G . and Bond
County Landfill's facility Permit #1993-188-LF Mod #27 were observed . These
violations are listed below :
