    ORDER OF THE BOARD (by B. Forcade):
    This matter is before the Board on a March 14, 1990
    motion to consolidate and continue hearing filed by the
    Illinois Environmental Protection Agency (Agency). In support
    of its motion the Agency states that this case and the case of
    Illinois Environmental Protection Agency v. Archer Daniels-
    Midland, AC 89-290 have common questions of law and fact. No
    objections to the Agency's motion were filed. The motion is
    granted. The Clerk's office shall notify both Hearing
    Officers and assign a single Hearing Officer to hear the
    consolidated case.
    This matter is also before the Board on the March 13,
    1990 notice of withdrawal of appearance filed by Mohan,
    Alewelt, Prillaman & Adami, counsel for respondent, James
    Gilmer. New counsel for respondent, Robert Mueller of Holley,
    Keith & Huntley, filed an entry of appearance with the Board
    on March 9, 1990. The withdrawal is accepted.
    IT IS SO ORDERED.
