In response to concerns regarding the order of the second hearing, I am scheduling a

prehearing conference call

As indicated in the May 4, 2006 hearing officer order, the second hearing will generally

proceed as follows :

Those who support the Agency's proposal that have prefiled testimony

. The

participants who oppose the Agency's proposal in whole or in part will then

present their prefiled testimony.

The purpose of this prehearing conference will be to identify the specific scheduling of witnesses

and order of presentation so that the Board and the participants can better prepare for the

hearings .
