    HEARING OFFICER ORDER
     
    On April 17, 2006, the parties participated in a telephone status conference with the
    hearing officer. The parties have made significant progress toward settlement. The recent
    construction deadline was met, the penalty issue has been resolved, and the parties are discussing
    a compliance schedule.
     
    The parties are directed to participate in a telephone status conference with the hearing
    officer at 10:30 a.m. on May 18, 2006. The status conference shall be initiated by the
    complainant.
