FOR SETTLEMENT WITH METO-GRAFICS, INC ., THAT WAS FILED
WITH THE ILLINOIS POLLUTION CONTROL BOARD
ON JULY 7, 1997
Complainant, PEOPLE OF THE STATE OF ILLINOIS, by JAMES E

Attorney General of the State of Illinois, on his own motion and at
the request of the Illinois Environmental Protection Agency
("Illinois EPA") and METO-GRAFICS, INC
. ("Meto-Grafics") by its
attorneys, The Jeff Diver Group, do hereby submit this Modification
to the Stipulation and Proposal for Settlement with Meto-Grafics
that was filed with the Illinois Pollution Control Board ("Board")
on July 7, 1997 . The parties agree that the purpose and objective
of this Modification to the Stipulation and Proposal for Settlement
with Meto-Grafics that was filed with the Board, is to amend Section
X of said Stipulation and Proposal for Settlement, only to the
extent as specifically stated herein . Except as specifically stated
herein, the Stipulation and Proposal For Settlement with Meto-
Grafics that was filed with the Board on July 7, 1997 remains in
full force and effect pursuant to the terms and conditions contained

therein . This Modification to the Stipulation and
Proposal for
Settlement with Meto-Grafics shall be null and void unless the Board
approves and disposes of this matter in addition to the Stipulation
and Proposal for Settlement previously filed on July 7, 1997, on
each and every one of the terms and conditions of this Modification
to the Stipulation and Proposal for Settlement as set forth herein
and also on each and everyone of the terms and conditions set forth
in the Stipulation and Proposal for Settlement filed on July 7,
1997 .

TERMSOFSETTLEMENT
1 .
Complainant adopts and incorporates by reference herein
paragraph 1 of Section X . of the Stipulation and Proposal for
Settlement with Meto-Grafics that was filed on July 7, 1997, as
paragraph 1 of Section X . of this Modification of the Stipulation
and Proposal for Settlement with Meto-Grafics .
2 .
Section X .2 . of the Stipulation and Proposal for
Settlement with Meto-Grafics filed with the Board on July 7, 1997 is
hereby modified and changed and will now provide as follows :
Respondent shall pay a civil penalty of five thousand
($5,000 .00) dollars into the Illinois Environmental Protection Trust
Fund as follows :
a .
Respondent shall pay $1,000 .00 thirty (30) days
after the Board adopts a final order approving this Stipulation and
 
Proposal for Settlement, and the remaining $4,000
.00 shall be paid
in increments of $1,000
.00 each, made payable quarterly thereafter,
for four (4) quarters, concluding no later than thirteen (13) months
after the Board adopts a final order approving this Stipulation and
Proposal for Settlement .

All payments required herein shall be made by
certified check or money order payable to the Treasurer of the State
of Illinois, designated to the Illinois Environmental Protection
Trust Fund and shall be sent by first class mail to :
