The Respondent, Illinois Environmental Protection Agency ("Illinois EPA"), by
and through its attorneys in accordance with the Board's Order of January 19, 2006, files
its Administrative Record ("Administrative Record") in this cause
.
On September 9, 2005, Ameren Energy Resources Generating Company
("Ameren") requested a revision to State Operating Permit No . 73010724 to allow it to
burn sub-bituminous coal, in addition to bituminous coal, on a long-term basis at an
electrical power generation facility known as the Edwards Power Station. The facility is
located at 7800 South CILCO Lane in Bartonville, Illinois
.
Acting in accordance with its authority under the Clean Air Act Permit Program
("CAAPP") provisions of the Illinois Environmental Protection Act (hereinafter "Act"),
415 ILCS 5/39.5(2004), the Illinois EPA issued a CAAPP permit to Ameren on
September 29, 2005. The CAAPP permit not only authorized the operation of the
Edwards Power Station but placed together in one document all of the source's
obligations under the Clean Air Act. On November 3, 2005, Petitioner filed a petition

before the Illinois Pollution Control Board ("Board") challenging certain permit
conditions contained within the CAAPP permit issued by the Illinois EPA. On December
9, 2005, the Illinois EPA denied Ameren's request to revise Operating Permit Number
73010724 due to the superceding issuance of the CAAPP permit to the source
.
