    HEARING OFFICER ORDER
     
    On November 29, 2005, the parties participated in a telephone status conference
    with the hearing officer. The parties have finalized a proposed stipulation and settlement
    agreement which will soon be filed with the Board. If the agreement is not filed within
    thirty days, the hearing officer will set another status conference.
