Comments concerning Kankakee County Board remand for a re vote on the Kankakee County
Garbage Dump proposal. RE: CASE NUMBER 2004-186

Waste Management ofIffinois, Inc. presented the Kankakee County
Board with a new landfill expansion proposal, which is different from the present application now on
appeal with the IPCB.
As aresult ofthis new landfill proposal, the attorney re~,presentingthe County Board and who I
understand is being paid by Waste Management indirectly, directed the County Board to vote to Jile
a stipulation ofremand ofthe present applicationwhich is on appeal with the IPCB. In my opinion
there is clearly no justification for remand and I am askingthe IPCB to deny the County’s
stipulation.
I also request the IPCB to continue the appeal process, which has been going on for nearly a year.
I request that the IPCB help keep the high quality ofour Kankakee Area water supply, our aquatic
life in the Iroquois and Kankakee Rivers and their affected tributaries by upholding the County’s
denial ofthe proposed expansion ofthe existing garbage dump. This proposed expansion would
take place above an all-important shallow aquifer and next to aquality tributary stream feeding the
river less then onehalf-mile away.
These waterways could be subject to serious water quality depreciation ifthis expansion goes
through. It could do much damage to the reproduction andpresence ofmany forms ofaquatic life
that have made our local Iroquois and Kankakee Rivers recognized throughout America astwo of
the nations finest recreational and environmental streams.
I request you make it clear to Waste Management that any new proposal for a landfill
application must follow the 39.2 legislation. This would require an entirely new 172 hearing
process.
Please turn down the Kankakee County Board’s stipulation ofremand.
