rulemaking to amend the Board’s water quality standards 
regulations.

Based on case law interpreting the Environmental Protection Act, 
the Board determined that the granulate bituminous shingle 
material that the petitioners use to produce Eclipse Dust Control at 
their Woodstock facility is not a waste covered by  the Board’s 
solid waste regulations.  The Board denied the petitioners’ 
alternative request for an adjusted standard.
