On July 24, 2003
an Administrative Citation WarningNotice (ACWN) and a copy ofthe

Mr.

On November
19, 2003 an extension was granted until January 20, 2004 on the condition
that all of the remaining waste and the site must be removed by the extended compliance
deadline.
On February 23, 2004 an extension to the compliance deadline and a copy of the January
21, 2004 inspection were hand delivered to Mr. Louie Schwab, father ofMr. Michael
Schwab. In this extension it stated that if the site was not in complete compliance by
March 23, 2004 then further enforcement action would be taken through the Montgomery
County State’s Attorney’s Office.

unclaimed.
I arrived at the site at

located in the west halfofthe property and is bordered by Dana Brake Parts
Inc.
Observed in this area during the previous inspection were various types ofwaste
consisting ofscrap metal, plastic buckets, plastic
1 qt oil cans, bed springs, dimensional
lumber, tarps, window frames, open top trailers filled with waste, three abandoned
vehicles, and other various types of debris.
Shown in photos 001
through 015
is that all ofthe previously observed wastes, except for
one abandoned vehicle (photo
012), were still present. It appeared that no attempt had
been made to properly dispose ofany ofthe remaining waste from Area —A-.
Since the
two remaining vehicles in Area —A- displayed expired license plates and apparently had
not been driven since the previous inspection,
these vehicles were considered to be
abandoned vehicles. The amount of waste remaining in Area —A- was estimated at about
l5yds3.
Area
-B-
Area —B-
is located in the east halfofthe property and is bordered by the Litchfield

containing a small
amount of liquid,
and two abandoned vehicles.
Shown in photos 016 through 022
is that all ofthe previously observed wastes were still

expired license plates and appeared to be inoperable, these vehicles were considered to be
abandoned vehicles. There were no noticeable improvements made to this area (see Area
