To Whom It May Concern:

I am writing this letter as a concerned citizen ofthe State ofIllinois. I have become

aware that the First Opinion and Order from the Pollution Control Board on the proposed

amendments to Part 732 and Part 734 Regulations has been published to the Illinois

Register. I would like to request additional hearings by the Pollution Control Board on

the proposed amendments. I believe it is in the best interest ofIPCB to review additional

testimonies from professionals in order to establish regulations that pertain to citizens

throughout the State ofIllinois. In the past, all ofthe IPCB hearings have been held in

Northern Illinois, which does not allow adequate representation for downstate Illinois. I

request that additional hearings be held in Southern Illinois (i.e. Mt. Vernon) so that

citizens have the optimum opportunity to voice their concerns and participate in the rule

making process. By conducting additional hearings downstate, each and every citizen

can have the opportunity to voice his/her concerns and issues pertaining to the proposed

amendments to Part 732 and Part 734. As a citizen ofIllinois, I believe it is my RIGHT

to have the opportunity to participate in this rule making process.
