    Reference:
    #R04-22123
    Gentlemen:
I have recently reviewed the Pollution Control Board’s First Opinion and Order on the proposed
amendments to Part 732 and Part 734 Regulations as published in the Illinois Register.
I hereby respectfully request the Pollution Control Board hold additional hearings on the proposed
amendments. I believe the amendments should be modified to reflect an approach that is more
objective, statistically-based and equitable to all concerned stakeholders including the IEPA, UST
owners and consultants and contractors. The additional hearings will provide the opportunity for
the concerned stakeholders to more adequately express their views and opinions in a valid and
    meaningful manner.
In addition, since previous meetings have all been held in Northern Illinois, I am requesting that at
least some ofthe additional hearings be held in Southern Illinois in order to provide opportunities
for citizens from all areas of the state to participate in this important rulemaking process.
The proposed rulemaking will have significant impact on all stakeholders. I would hope the
Pollution Control Board recognizes the gravity of this impact and will honor my requests for both
additional hearings and an expanded geographic venue.
    March 16, 2005
    Sincerely,
    Dennis
