Based on the information in the application and the purpose ofthe facilities
(collecting,
transporting andlor storing livestock wastes prior to cropland application), it is the Illinois
EPA’s engineering judgment that the described facilities maybe considered “pollution
control facilities,” pursuant to 35 Ill. Adm. Code 125.200(a), with the primarypurpose of
eliminating, preventing, orreducing water pollution, or as otherwise provided in 35 Ill.
Adm. Code
125.200.
Therefore, the facilities are eligible for tax certification from the
Board.

Before construction
of the slurrystore
all manure from the
buildings was collected
in
two
primary lagoons or holding
basins which were completely emptied at least
two
times
a year.
During the early spring, excess liquid from these holding
basins was sometimes
pumped over into a 16-acre secondary lagoon.
With the
slurrystore,
manure will be gravity drained from the buildings
into one of
two
collection pits and then will
be
pumped to the slurrytstore.
Manure will
be held .in
the
slurrystore until
it
is hauled
and spread on
surrounding cropland
in the
spring
and fall.
One
of the advantages
of this new system is that it reduces the
risk of ground
water contamination by eliminating
two
holding
basins.
We
have also increased
-:
the storage capacity thus eliminating the need
to put any effluent in the
large
lagoon and-enabling
us to land apply all manure produced
on the farm.
The
slurrystore agitation system
will do a much
better
job than
our-old
lagoon agitator
and this will allow us to apply a product with a more uniform analysis making
it
easier, to match agr~nomi.c
needs
of the crop.
We will cofltinue to maintain
the
large
lagoon iñd
t14P3 will provide
us a backup
in case of an emergency.
The.
surface area of the ~lurrystore
will be much
less than the surface area of the
two
holding basins and this should cut down an
odor.
