Dear Ms.
Gunn:
The United States Environmental
Protection Agency (U.S.
EPA)
has reviewed the
Illinois Pollution Control Board’s August
11,
1994, Proposed Order of RCRA
Update R94-17, which
is analogous to the RCRA Cluster IV rules that appeared
in the Federal Register between January 1, 1994,
and June 30,
1994.
Thank you for pointing out the errors in the Spill
Prevention Control and
Countermeasures Plan regulations formerly located at 40 CFR Section
1510.
We
have notified our Headquarters office of these errors.
As pointed out in your
opinion, the National Contingency Plan
is located in 40 CFR Section 300.
However, there are also emergency preparedness and notification requirements
in 40 CFR Section 355, which should be referenced in your next docket.
We have
no comments on this
submission, as
it meets the Federal requirements
for RCRA Cluster
IV.
Please contact Mr. Gary Westefer, of my staff, at
(312) 886—7450,
if you have any questions, or are in need of further
assistance.
Sincerely yours,
~
Norman R. Niedergang
