    ORDER OF THE BOARD (by J. Yi):
    This matter is before the Board on a “Petition for a Variance, an Extension and
    Modification of PCB 98-24” (petition), filed on September 2, 1998, by petitioner, White Cap,
    Inc. (White Cap). White Cap requests that the Board grant a variance from the Board’s air
    pollution control regulations for miscellaneous metal coating operations found at 35 Ill. Adm.
    Code 218.105, 218.205, 218.207, and 218.211. White Cap requests the Board to extend the
    current variance granted by the Board in PCB 98-24 (see White Cap, Inc. v. Illinois
    Environmental Protection Agency (December 4, 1997), PCB 98-24). White Cap also asks that
    the Board provide retroactive relief, effective September 7, 1998. Finally, White Cap requests
    that the Board find that White Cap does not need to demonstrate compliance with 35 Ill. Adm.
    Code 218.207(b)(2) contained in Condition 5 of the variance granted by the Board in PCB 98-
    24.
    Pursuant to 35 Ill. Adm. Code 104.123, White Cap asks that the Board incorporate into
    the instance petition the petition for variance in PCB 98-24, the transcript from hearing in PCB
    98-24, and the opinion and order of the Board in PCB 98-24. The Board hereby grants White
    Cap’s request to incorporate the aforementioned documents into the record in this proceeding.
    White Cap has waived hearing. The Board will accordingly consider White Cap’s
    petition after it has received the recommendation and response of the Illinois Environmental
    Protection Agency (see 35 Ill. Adm. Code 104.180).
